Alligator Point Water Resoucres District is an Independent Special District with it's own governing body. Questions for this project should only be directed to District staff or Engineers. Franklin County will not be able to provide information on this project.
Updates from 850 Construction, our contractor for the project, will be provided weekly. Should you have additional questions, please reach out to the Office Manager or Maintenance Supervisor.

Progress Report – August 15, 2025
Here's where things stand:
✅ Installation & Services
- Water Main Installation: 100% complete
- Service Connections: 99% complete
- Taps & Tie-Ins: All but 3 completed
🔧 Change Orders
- All change orders related to Sun & Sand repair work have been successfully completed.
🧱 Surface Restoration
- Concrete Work: 100% complete
- Asphalt Work: 0% complete
- Gravel: (pending final tie-ins and testing)
🚰 Testing & Final Steps
- No system testing has been conducted yet; testing will begin once the remaining tie-ins are completed.
- The locate request for the final hydrant was called in on Wednesday. Thanks to Robin for marking the area for the locate technician.
📅 Estimated Completion
- Based on current progress and pending testing, the project is expected to be completed within 2 weeks.

Southern Dunes Project Update – July 2025
We're excited to share the latest progress on the Southern Dunes Project!
As of mid-July, the project is approximately 80% complete, and we're moving steadily toward the finish line.
Here are a few key updates:
- ✅ Project Board Ordered: The project board has been officially ordered
- 📄 Certified Payroll Submitted: All certified payroll documentation has been submitted.
- 🏗️ Certifications Received: Both FORD and BABA updated certifications have been successfully received, filed and sent to you.
- 💼 Next Steps: The next pay request will be presented on Thursday, July 24th at 1:00 PM.

Alligator Point Project Update – July 7, 2025
As discussed in our June 17th meeting, we're pleased to share the latest developments across our active project areas:
🛠️ Project Board
The project board has officially been sent for production. Although, it's late in this process, it is still required.
🦺Job Board
Will be installed Wednesday morning.
🏗️ BABAA Certification
The Build America, Buy America Act (BABAA) certification has been updated. Ford has clarified that the act has always been referred to as BABAA, not BABA. We are currently awaiting confirmation on whether the extra "A" will be dropped, as requested during the meeting.
🌴 Sun and Sand Subdivision
Cleanup efforts are underway this week and will include:
- Raking and seeding
- Repairing a few driveways
- Sweeping throughout the area
These improvements aim to enhance both the appearance and functionality of the subdivision.
🏞️ Southern Dunes
Progress continues steadily:
- As of today, the crew has extended 100 feet past Fernway Road (just beyond 96 Lakeview).
- Pipe installation Completed on Dune
- Pipe installation is on track for completion by Friday.

Update on Alligator Point Water Distribution Expansion
I hope this message finds you well. I wanted to provide an update on the ongoing water distribution expansion project at Alligator Point.
We received a couple of complaints from residents regarding road damage, road construction signs, and busted concrete from the digging. I am pleased to inform you that these matters have been addressed and resolved.
Additionally, I have reached out to the Virginia-Franklin County Road Department, inquiring if there is an empty lot owned by the county nearby. We hope to obtain approval to use this lot for dropping off concrete and debris to keep the job site clean. We will haul off the debris after the project is completed. We are currently awaiting a response on this matter.
As we worked our way around Pine Street, we noticed a leaning power pole at the intersection of Pine and Oak Street. A report has been filed with FPL, reference number 100017400638.
The pipe & hydrants along Pine Street have been completed, and the bore at Pine & Alligator.
A small portion of Maple has been started. We will be completing it and then over to Magnolia to conclude the Sun N Sand Subdivision.
Southern Dunes Subdivision will follow.

Alligator Point Water Distribution System Expansion
Project Update: Pipe Installation Progress and Permit Submission
I hope this email finds you well. I wanted to provide an update on our ongoing project.
Despite facing a few challenges, we have successfully laid approximately 2,000 feet of pipe. There should be significant progress moving forward.
During this process, we were contacted by Howard from the Franklin County Road Department, who inquired about not being notified of our project. Following this, I was introduced to Virginia within his office.
On June 1st, I submitted the requested application for the permit, along with the necessary plans and notice to proceed.
UPDATE FOR 5/23/25
Alligator Point Water Distribution System Expansion
Project Update:
- 5/21 Discovered the locates for Duke are outsourced to USIC. Spoke with Myron-USIC, he was on site doing the locates that afternoon.
- 5/22 Material delivery. Dropped at Bald Point & Dunes.
- 5/22 300 Played out 300 feet along Pine Street with flags & paint.
- Due to the late response of the locates from USIC/Duke and the holiday weekend. We decided it's best to start work on next Tuesday 5/27.
- Robin mentioned he noticed a homeowner had their driveway marked for improvement but would reach out to inform them of the work that would possibly interfere.
